One element does not replace another. A product may require Russian-language information and an EAC mark but not Chestny ZNAK, or it may require all three.

Who Orders and Applies the Codes?
For imported goods, the Russian importer normally registers in the marking system, orders the marking codes and ensures that they are applied, subject to the rules for the product group. The importer may transfer the codes to the foreign manufacturer or an operator that will print and apply them.
For imported goods from outside the EAEU, official general guidance states that marking must be applied before the goods are placed under the customs procedures for release for domestic consumption or re-import. The exact reporting sequence, customs-declaration data and any post-arrival marking option must still be checked under the rules for the specific product group.

At a foreign logistics facility
Marking may be organized after production but before the relevant Russian customs procedure, provided that the importer, manufacturer or carrier follows the product-group rules. At an eligible customs warehouse
