HS Classification, Customs Value and Payments
An HS code is determined from objective product characteristics, not only from the name used in an invoice or catalog. Function, material, composition, design, degree of processing and configuration may all matter.
The working classification affects more than the import duty rate. It can also affect VAT, excise tax, trade remedies, prohibitions, permits and product-compliance requirements.
A preliminary customs payment estimate normally requires:
- a sufficiently detailed product description;
- a working HS code;
- quantity and customs value information;
- country of origin;
- Incoterms and relevant transport or insurance costs;
- the intended customs procedure;
- any available evidence supporting exemptions or preferences.
Any estimate remains preliminary until the underlying data and documents are confirmed. The customs authority may verify the declared classification, value, origin and supporting evidence.
Customs Clearance and Product Compliance
Some products require evidence of conformity, state registration, licenses or other documents before they can be released for import. Mandatory Russian labeling or Chestny ZNAK digital marking may also need to be addressed before dispatch.
