Does Your Product Need EAC Certification?

An HS code can help identify relevant rules, but it is not the only criterion. Two products described under similar commercial names may follow different conformity routes if their functions or characteristics differ.

  • whether the required form is a certificate, declaration, state registration or another document;
  • which models, articles and manufacturing sites must be covered;

Both documents can confirm compliance with an EAEU technical regulation, but the procedure, evidence and responsibilities differ.

Neither form is automatically “better.” The correct form is the one required by the applicable regulation and supply model.

The Foreign Manufacturer and the Applicant

The foreign manufacturer normally provides the technical file, product and production information, samples where required, and authorization or contractual documents needed under the chosen conformity scheme.

The applicant must meet the requirements of the applicable EAEU rules and technical regulation. A foreign manufacturer should not assume that it can register every conformity document directly or that any Russian company can be used without a defined legal and operational role.

Before starting, confirm:

  • the full legal name and address of the manufacturer;
  • every manufacturing site that must be included;
  • the entity that may act as applicant;
  • the relationship between the applicant and manufacturer;
  • the exact products, models and articles to be covered;
  • whether the document is for serial production, a batch or a single item;
  • who will maintain the evidence file and respond to later compliance requests.

What the Manufacturer Should Provide

Start with the clearest available product file. It may include:

  • product name and intended use;
  • model, article and configuration;
  • technical specifications and drawings;
  • material or composition data;
  • operating manual, safety information and product catalog;
  • photographs of the product, nameplate, packaging and current label;
  • manufacturer name, legal address and production-site address;
  • list of models or variants to be covered;
  • existing test reports, certificates and quality documents;
  • draft contract, invoice or planned supply structure;
  • proposed Russian-language label artwork;
  • samples or sample information, if testing may be required.

The required set is finalized only after the product and applicable rules are identified.

EAC Mark, Russian Product Labeling and Chestny ZNAK

These are related but different requirements.

  • EAC mark: indicates that a product covered by EAEU technical regulations has completed the applicable conformity assessment and meets the relevant requirements. It is applied before the product is released into circulation on the EAEU market.
  • Russian-language product information: may be required by the applicable technical regulation or Russian consumer rules and can include product, manufacturer, composition, use and safety information.
  • Chestny ZNAK: a Russian digital traceability marking system for specified product groups, normally using a Data Matrix code.

An EAC mark does not replace Chestny ZNAK, and a Chestny ZNAK code does not replace an EAC conformity document.

Product Compliance and Customs Clearance

Where a conformity or permit document is required for import, its data and product scope must be aligned with the customs documents. A document for another model, manufacturer, production site or product composition may not support the declared goods.

Frequently Asked Questions

Is an EAC certificate required for every product imported into Russia?

No. The required conformity route depends on the exact product and applicable rules. Some products require a certificate, some a declaration or another document, and some may not require mandatory EAC conformity assessment.

Can I use a certificate issued for a similar product?

Only if the actual goods, model range, manufacturer, production site and other relevant details fall within the document's valid scope. Similar appearance or a similar product name is not enough.

Do you need the HS code to check EAC requirements?

An HS code is useful, but product purpose and technical characteristics must also be reviewed. The code alone does not always determine the applicable technical regulation or conformity form.

Will samples be required?

That depends on the technical regulation, conformity form and scheme. Testing may require product samples and formal sample-import documentation. The requirement is confirmed after the product review.

When should the process start?

Start before commercial shipment whenever possible. This allows time to confirm the product scope, collect the technical file, arrange testing and prepare compliant labels before the goods are dispatched.
